The state is essentially a collection of inter-related socio-economic and political institutions in society.
The state is the main supplier of the basic and essential public goods and services, ranging from the maintenance of law and order, creating and maintaining the enabling environment of peace, security and stability, to the health and education services for the all the citizens.
Functions or role of the state vary over time, subject to changing philosophical considerations and socio-economic circumstances.
With each change there is the need to review the appropriate capacities needed to ensure the effectiveness and efficiency of the state.
Capacity building is hence a continuous and complex process, involving policies, strategies and their implementation; human, financial and material resources, as well as good leadership.
A capable state will always be prepared to endlessly review itself in order to respond effectively to the domestic needs and demands, wishes and aims, the emergent changes and challenges, opportunities and potentials.
In fact the ability to change and adopt is the most important aspect of a capable state.
